 Quorum raggiunto?

Sono appena andato a votare (13.35) e i seggi a quanto ho capito chiudono alle 14.00. Il quorum sembra ancora lontano...

Qualcuno mi spiega cosa succede se il quorum non viene raggiunto?

mah mi sa che forse non si spalmi un bel niente..
i voti senza preferenze sono diciamo voti che servono alla lista per conquistare piu' seggi.. poi NON vengono contati per dare preferenza ai candidati ad esempio secondo il loro ordine di lista..
avevo capito male pure io.. :ops:
