se vuoi un consiglio, io mi trovo comodo a creare un contenitore esterno di dimensione fissa e poi le componenti interne con le percentuali, cosi campbiando solo un numero riadatto tutto in un colpo, almeno per le fasi iniziali di "prova"....

px definisce una misura fissa, non ridimensionabile (almeno su IE).
em al contrario si basa sulle dimensioni della finestra (questo a grandi linee)
..cmq cato non parlava di dimensione di caratteri....

Non vale solo per i caratteri, ma anche per il dimensionamento die box, delle tabelle, etc etc

con i box e i css non si può: l'attributo height nel tag div non ha effetti particolari.

Potresti riempire i box con contrnuti "trasparenti", ma non è molto elegante. In questi casi la soluzione è l'utilizzo di una tabella.

Per quanto riguarda la struttura dei box (se decidi di non usare le tabelle), puoi dichiarare la prima gabbia con position: absolute e le relative coordinate e la relativa larghezza. Per gli altri box è sufficiente definire padding/margin appropriati :)

Usare px o em è a tua discrezione: fossi in te costruirei la pagina base (magari riempiendola con il famoso "Lorem ipsum") e proverei a visualizzarla con i vari borwser, usando prima px e poi em :)
