l'importante è che si utilizzata la stessa porta, mi pare che di solito negli esempi mette 8080 però l'importante è che usi la stessa porta sia per il client sia per il server
se dovessero usare porte diverse non riuscirebbero a comunicare

io avevo sempre problemi a compilare le socket in windows perchè mancano delle librerie

guarda con windows non compila neanche a me (come tutte le socket), solo che il codice mi sembra corretto
io ti consiglierei di usare linux perchè ha tutte le librerie che ti servono a differenza di windows

Purtroppo io a Java sono a 0.

Ti posso però dire che, per quello che riguarda il C, sotto Win le librerie da usare sono diverse (infatti si usano le winsock), quindi il problema potrebbe essere comune (e quindi potrebbe bastare individuare la libreria corretta da usare).

Posta magari gli eventuali errori che ti restituisce l'applicazione.

Ovviamente deve partire prima il server. Fra l'altro, se hai un firewall ti consiglio di dare un'occhiata alle regole che gli hai impostato
