[POSTGRE]Errore Server

Ciao a tutti,
in questi giorni mi capita spesso che quando mi connetto da Postgre x lavorare sul database, lancia un errore:

Server doesn't listen
The server doesn't accept connections: the connection library reports
could not connect to server: Connection refused (0x0000274D/10061) Is the server running on host "127.0.0.1" and accepting TCP/IP connections on port 5432?

..mi fa reinserire la password e dopo vari tentativi (da 1 a 1 milione) si connette senza alcun problema.. :?
